Vancouver & British Columbia applicants
Spain NLV from Vancouver & British Columbia — Where to Apply
Living in Vancouver or elsewhere in British Columbia? Spain has no career consulate in Vancouver: your Non-Lucrative Visa application goes to the Spanish Consulate General in Toronto. This guide covers who handles your application, how to request your appointment, the RCMP check and the documents you need. Many of our Vancouver clients are heading to Barcelona, Málaga, or Valencia — and our specialists make the process as smooth as possible.
Consular Jurisdiction
Which Spanish Office Handles NLV Applications from Vancouver?
British Columbia is in the consular district of the Spanish Consulate General in Toronto. There is no career Spanish consulate in Vancouver, so Vancouver and BC residents submit their NLV application in Toronto.
Your consulate: Spanish Consulate General in Toronto
Source: Spanish Ministry of Foreign Affairs, Toronto consulate website, checked October 2026. Always confirm details on the official consulate website before you book.
The honorary consulate in Vancouver
Spain has an honorary consulate in North Vancouver covering British Columbia and Yukon, which reports to the Toronto consulate. Honorary consulates offer limited assistance only. The Toronto consulate's NLV page names its own office as the place to submit, so do not plan to file your NLV application in Vancouver.
Alberta and the Northwest Territories (honorary consulate in Edmonton) and Manitoba and Saskatchewan (honorary vice-consulate in Winnipeg) also fall under Toronto.
Jurisdiction is set by your province of legal residence
Your consulate is determined by where you legally reside in Canada — not your nationality, birth province or preferred location. If your primary address is in British Columbia, your application goes to Toronto. Québec (except Gatineau) and the Atlantic provinces apply through the Consulate General in Montreal; Ottawa and Gatineau through the Embassy of Spain in Ottawa. If you are in any doubt, our specialists confirm the correct office for your situation before you begin.
Booking Your Appointment
How Vancouver Applicants Get a Toronto Appointment
Applications are submitted in person in Toronto, so plan the trip as part of your timeline.
Request your appointment by email
National visa appointments at the Toronto consulate are requested by email to cog.toronto.visnac@maec.es, following the instructions on the consulate's official website. Do not pay third parties for appointment booking.
Ask early — do not wait until documents are ready
Request your appointment as soon as you have committed to applying, then prepare your documents toward that date. Having a date in the calendar creates a useful deadline — and gives you time to plan the trip from British Columbia.
Appointment timing relative to your RCMP check
The RCMP certificate and its apostille are usually your slowest documents, and service times change — check the current RCMP and Global Affairs Canada times when you start. Your appointment should ideally fall after your apostilled certificate is expected back. Our specialists map out this timeline for you when you begin your application so nothing is left to chance.
What to expect on appointment day
Attend the consulate at 2 Bloor Street East, Suite 1201, Toronto, with your complete dossier — originals and copies organised and tabbed in order. Your documents are submitted and the consulate begins processing. Your passport will normally be retained during processing. Our specialists brief you in full before your appointment day.
Criminal Record Check
The RCMP Check the Toronto Consulate Requires
The criminal record certificate is usually the slowest document to obtain. Start it as soon as you decide to apply.
Fingerprint-based RCMP certificate only
The Toronto consulate states that for Canada only the criminal record certificate issued by the RCMP containing the applicant's fingerprints is accepted. Certificates from local police stations are not accepted. Adult applicants must also provide certificates from any other country they have lived in during the past five years.
Apostille from Global Affairs Canada, then translation
The RCMP certificate must carry a Hague apostille issued by Global Affairs Canada only, and must be translated into Spanish. Submit the original and a copy.
Build in time
Fingerprint processing and the apostille each take time, and service times change. Check the current RCMP and Global Affairs Canada processing times when you start, and plan your appointment request around them. Our specialists help you sequence this from day one.
Getting fingerprinted
Fingerprints are taken by an RCMP-accredited fingerprinting company, which submits them to the RCMP. Accredited companies operate across British Columbia, including in Vancouver. The RCMP then returns your certificate, which you send to Global Affairs Canada for the apostille.

Common Questions
NLV from Vancouver — Frequently Asked Questions
Is there a Spanish consulate in Vancouver for the NLV?
No career consulate. Spain has an honorary consulate in North Vancouver for British Columbia and Yukon, but it offers limited assistance only. NLV applications from British Columbia go to the Spanish Consulate General in Toronto, whose district covers Alberta, British Columbia, Manitoba, Ontario (except Ottawa and the National Capital Region), Saskatchewan, the Northwest Territories, Nunavut and Yukon. Québec (except Gatineau) and the Atlantic provinces apply through Montreal; Ottawa and Gatineau through the Embassy in Ottawa. Your consulate is determined by your province of legal residence, not where you were born or where you prefer to apply.
How do Vancouver residents book an NLV appointment?
National visa appointments at the Spanish Consulate General in Toronto are requested by email to cog.toronto.visnac@maec.es, as set out on the consulate's official website, and you submit your application in person in Toronto. Do not pay third parties for booking assistance. Our specialists help you time your appointment relative to your RCMP check and document readiness.
What RCMP check do I need and how long does it take?
The Toronto consulate accepts only the RCMP criminal record certificate that contains your fingerprints — not local police checks. It must be apostilled by Global Affairs Canada and translated into Spanish, and adults also need certificates from any other country of residence in the past five years. Fingerprint processing and the apostille both take time, so start as soon as you decide to apply.
What should Vancouver applicants bring to the Toronto consulate?
Bring the original and a copy of each document on the consulate\'s list — see the checklist above: forms and fee forms, one photograph, passport, proof of means, health insurance, the apostilled RCMP certificate and medical certificate (both translated), proof of residence in the Toronto consular district, and the fee by money order or bank draft. Always check the consulate\'s official page before attending.
How long does the Spain NLV take for Vancouver applicants?
Timing has two parts. Under RD 1155/2024, art. 63.4, the immigration office in Spain decides the residence authorisation within one month of receiving the consulate's communication — if it does not answer in that time, the application is treated as refused. The consulate's own handling time and your document preparation (the RCMP certificate and apostille in particular) come on top, and vary. Do not book one-way travel until your visa is approved and in your passport.
What income evidence do western Canadian NLV applicants need?
You must show sufficient means for the initial year, or a regular income: 400% of the monthly IPREM for you (€2,400/month in 2026, €28,800 for the year) plus 100% (€600/month) for each family member. Bank statements must show your name and address, the full account details, monthly opening and closing balances, the balance at 31 December of the previous year and an average-balance certificate for that year. Our specialists check your figures as part of a free eligibility review.
Do Alberta and other western residents also apply in Toronto?
Yes. The Toronto consulate's district covers Alberta, British Columbia, Manitoba, Ontario (except Ottawa and the National Capital Region), Saskatchewan, the Northwest Territories, Nunavut and Yukon. If you live in Calgary or Edmonton, your consulate is Toronto, and you will need to travel there for your appointment — our specialists brief you fully before you go.
